Reporting to the Head of Product and Underwriting Shared Services, we are seeking an experienced and strategic individual to provide comprehensive oversight of our Product Delivery Team. You will lead teams that are responsible for the compliant drafting, filing, negotiating, reviewing, and maintenance of policies, certificates, amendments and ancillary forms that support The Hartford’s Employee Benefits product offerings. The ideal candidate will be a strategic thinker with excellent communication skills and strong matrix relationship management abilities, interacting extensively with various departments including Product, Legal, Compliance, Government Affairs, Actuarial, Underwriting, Operations, Sales, Marketing, and Relationship Management.

Key Responsibilities:

Drafting and Filing.  Lead teams in drafting accurate and legally defensible group insurance policies and ancillary product materials for employer and association markets. Oversee general use, policyholder specific, and regulatory state filings to obtain appropriate regulatory approval.  

General use drafting and filing responsibilities will include:

Managing major product contracts initiatives, development and implementation of overall filing strategy to drive quality and efficiency.

Leading small to large projects and single state drafting and filing events.

Participating in business strategy development.

Supervising product forms development (generic prototypes and state-specific documents).

Vendor filing management.

Conducting, leading, and coordinating negotiations with regulators  

Regulatory filings.

Correction filings and participation in Corrective Action Plans (CAPs).

Addressing other miscellaneous filing needs.

Policyholder specific drafting and filing responsibilities will include:

Supervising the assessment of contract variability to accommodate policyholder specific nonstandard language and managing drafting of appropriate compliant language to satisfy nonstandard requests.

Managing single case filing determinations, submissions, and negotiations

Regulatory filing responsibilities will include:

Identification and management of periodic regulatory reporting requirements to maintain product compliance.

Supervising regulatory analysis and determination of product forms impacts of regulatory changes.

Managing product forms filings to address regulatory changes.

Supervising group eligibility filings to satisfy various state requirements for both in state and out of state sitused group policyholders.

Managing filing of advertising collateral.

General Compliance Responsibilities:

As a product compliance professional, your responsibilities will also include:

Signing Officer authority including responsibility for compliance certifications, readability certifications, and other attestations as required.

Conducting regulatory research and demonstrating comprehension as a Subject Matter Expert (SME).

Participating in developing Corrective Action Plans (CAPs) strategies and supervising execution as related to product contract forms.

Participating in internal compliance audits, market conduct exams, and other audits, providing regulatory/compliance feedback as needed.

Acting as a department resource for guidance on product compliance topics and other regulatory issues.

Other Responsibilities:

Managerial Leadership and Accountability: Development of team goals and achievement of departmental goals.

Training and Development: Ensure team members are trained and mentored performing regulatory filings, contract interpretation, drafting, filing, and able to handle/research nonstandard contract language requests.

Collaboration: Collaborate with internal partners to establish effective working relationships and resolve complex contract interpretation and language issues.

Prioritization: Prioritize competing assignments across product delivery teams to maximize efficiencies.

Process Improvement: Identify key process improvement opportunities and streamline existing workflows with a focus on end-to-end processes across business functions.

Incorporate AI / automation to minimize manual efforts.

Best Practices Development: Work with Shared Services Leadership to develop, draft, and revise best practices. Resolve procedural overlap and inconsistencies and provide training in response to key learnings.

Project Leadership: Initiate, lead, or implement department projects and special assignments.

Qualifications:

10+ years product and regulatory compliance experience.

Bachelor’s degree or equivalent experience (J.D. preferred).

Significant experience managing multiple teams.

Experience supervising the preparation of state filings, including experience with SERFF and IRFS.

Strong knowledge of group products such as Life, Disability, AD&D, Accident, Critical Illness, Hospital Indemnity and state paid leave, including applicable state and federal laws and regulations.

Superior written and verbal communication skills.

Excellent analytical, research, and problem-solving skills with a sense of urgency toward driving results.

Strong organizational and time management skills with the ability to multi-task.

Ability to consult with peers and team members and to identify escalation needs  

Demonstrated ability to develop and lead high-performing teams; proven coaching and mentoring skills.

High degree of accuracy and attention to detail in a fast-paced environment.

Role model customer focus and professionalism.

Compensation

The listed annualized base pay range is primarily based on analysis of similar positions in the external market. Actual base pay could vary and may be above or below the listed range based on factors including but not limited to performance, proficiency and demonstration of competencies required for the role. The base pay is just one component of The Hartford’s total compensation package for employees. Other rewards may include short-term or annual bonuses, long-term incentives, and on-the-spot recognition. The annualized base pay range for this role is:

$158,400 - $237,600
