JOB TITLE: Assistant Vice President Program Executive ( DSO ) AGENCY: Construction & Development DEPT/DIV: Delivery / Delivery Services Office REPORTS TO: V ice P resident , Program Executive WORK LOCATION: 2 Broadway HOURS OF WORK: 9:00 AM to 5:30 P M or as required (7.5HR/ DAY ) HAY POINTS: 1358 SALARY RANGE : $ 1 50,843 to $ 1 97,982 DEADLINE: Open Until Filled S ummary The Assistant Vice President, Program Executive will lead the Career Development Group. This individual will oversee the Engineer, Architect, and Project/Construction Manager Program and the Training Program and monitor all career enhancement requirements in the department. This experienced professional is responsible for providing strategic leadership in every aspect related to developing the C&D workforce. Responsibilities Provide strategic - level leadership. Coordinate with Senior Executive to report and promote the progress of training programs. Engage Senior leadership to secure funding to support training programs. Establish and leverage existing partnerships to enhance the Training Program. Coordinate with Department and Business Unit leadership to address all Training related requirements. Establish and maintain training metrics for C&D to measure the performance of training programs. Manage the development, analysis, reporting, and maintenance of data and related systems required for effective operations measurement of performance objectives. Manage staff selection, coaching, T raining, development, evaluation, and discipline/termination as needed. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. E d ucation and Experience Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a n Education related field. Master in a Technical, Education, or Business related field preferred. Must have a minimum of fourteen (14) years of related experience Must have a minimum of ten (10) years in a construction program/program management or supervisory role in a large, multi-faceted organization. Working knowledge of New York City and MTA construction practices and regulations. Must possess extensive experience communicating in a public forum representing a public Agency. Demonstrated understanding of construction scheduling and estimating practices. Working knowledge of general accounting principles. Working knowledge of contract law. This position requires a unique set of skills that involve guiding a complex program of performing contract work while mentoring and growing small firms in the MTA operating environment. The daily problems require in-depth knowledge of contracting, accounting , engineering , and construction. The incumbent must be able to encourage companies to perform complex tasks while ensuring the health and growth of their companies. The incumbent must establish and maintain good working relationships in multiple departments of MTA Agencies. Competencies: Licensed Professional Engineer or Registered Architect desirable. PMP and CCM Certifications are preferred. Significant experience in Program management for major construction Programs with highly complex systems preferred. Experience leading and managing contractors, subcontractors, or vendors. Excellent communication and interpersonal skills. Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal organizational levels . Demonstrated ability to work in a high - profile, high - pressure environment effectively. Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement. Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements. Must possess excellent team - building , listening, problem - solving, and prioritization skills.
