JOB TITLE: Assistant Vice President Quality Executive AGENCY: Construction & Development DEPT/DIV: Office of the President /Corporate Performance REPORTS TO: SVP or VP Program Executive WORK LOCATION: 2 Broadway HOURS OF WORK: 9:00 AM to 5:30 P M or as required (7.5HR/ DAY ) HAY POINTS: 1262 SALARY RANGE: $ 144,634 to $ 189,832 DEADLINE: Open Until Filled S ummary The A ssistant Vice President and Quality Executive have broad authority for the decision-making, staffing, and budget for their functional area of responsibility within broadly defined policies and objectives, including wide latitude in considering the development of plans, priorities, and processes to achieve objectives. Responsibilities Experienced quality manager is responsible for providing quality support and oversight for large complex projects. Responsible for a unit that provides program/project - level quality support to a Pro gram Executive. Accountable for the ongoing development and implementation of MTA C&D’s Quality Management System to ensure: Compliance with ISO 9001, FTA, MTA , C&D , and other agency/regulatory requirements . Create quality documentation, i.e. , policies, procedures , guidelines, standards, etc. , to provide direction and guidance to C&D staff . Conduct quality assessments and identify continuous improvement opportunities . Provide a wareness and training activities for internal C&D and external Consultant/Contractor personnel to enhance the effective implementation of quality processes and requirements . Communicate senior management’s commitment to a quality culture within C&D. Coordinate with all C&D Departments to identify and initiate improvements in C&D processes , requirements, and activities to ensure the successful delivery of the MTA C&D Capital Program. Coordinate with C&D Delivery to conduct project quality assessments to identify continuous improvement opportunities. Document trend analysis and lessons learned summaries (based on project level non-conformances, field oversight , assessment issues, design-related activities, etc.) for use in quality awareness and training, a s well as other continual improvement activities. Administer the Lessons Learned Information System (LLIS) on behalf of MTA C&D and p romote use to share lessons and improvement opportunities. Education and Experience Bachelor’s degree in Engineering , Architecture, Construction or Project Management, Transportation, or a related field. Masters in Quality Management preferred. Must have a minimum of fourteen (14) years related experience Must have a minimum of eight (8) years in a management or supervisory role and/or project/quality manager role in a large, multi-faceted organization. Competencies Licensed Professional Engineer or Registered Architect desirable. CQA/CQE Certifications preferred. Significant experience in project management for major construction projects or project controls with highly complex systems preferred. Substantial experience leading and managing contractors, subcontractors, or vendors. Excellent communication and interpersonal skills. Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal levels within the organization. Demonstrated ability to work in a high - profile, high - pressure environment effectively. Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement. Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements. Must possess excellent team - building , listening, problem - solving, and prioritization skills. Alternative Delivery experience preferred.
