ITA is hiring an Associate Analyst of Optimization & Mathematical Programming to join the team to support Navy and Marine Corps analyses efforts.

 

Please note this opportunity is contingent upon contract award.

Responsibilities

This role is critical for supporting various customer-focused software development projects with a hybrid work model. The Associate Analyst will play a pivotal role in formulating optimization approaches and developing both desktop and cloud-based tools. These tools are essential for analyzing investment strategies, best practices, and logistic networks to inform decision-making processes within the context of mission priorities/goals, budget constraints, and logistic optimization.

 

Key Responsibilities:

Optimization Formulation and Implementation:

Formulate optimization approaches to support decision-making in investment strategies, logistic networks, and schedules.Implement these approaches through the development of desktop and cloud-based analytical tools.

Tool Identification and Assessment:

Identify the best available tools for optimization tasks, considering government data restrictions.Assess the pros and cons of different formulation designs, methodologies, solver capabilities, and the tools available, aiming for the optimal balance between accuracy and solution time.

Migration and Automation:

Execute tasks related to the migration and transition of optimization solvers from desktop to cloud-based platforms.Develop and automate data pre-processing and post-processing routines to streamline the optimization process.

Optimization Analysis:

Conduct multi-scenario optimization runs, analyzing results to identify insights, key differences between scenarios, and underlying causes.Highlight opportunities for model improvement based on scenario analysis.

Visualization and Reporting:

Prepare analytical tools to support the visualization of optimization input data, results, and methodologies.Perform ad-hoc analyses and develop comprehensive reports in response to client requests, ensuring clarity and actionable insights. Qualifications

Required qualifications:

Ability to work successfully within cross-functional teams.Ability to write and communicate effectively.Ability to be flexible and adapt quickly to the changing requirements.Ability to organize multiple work assignments and establish priorities.Bachelor's Degree in related scientific field (Engineering, Data Science, Industrial Engineering, Mathematics, Physics, Computer Science, etc.)Familiarity in development of optimization decision support tools in desktop environment using Open Source softwareSkilled use of MS Excel (formulas, add-ons, pivot tables) and other government MS Office tools to support collaboration, analysis, and data visualization with globally-distributed stakeholders.Experience using at least one visualization tool software (Power BI, Tableau, Qlik, VISIO, etc).Experience applying research methods to support model development and strategy, including literature reviews and stakeholder interviews to identify problem statements, inform data requirements, and develop model methodology and formulation. Moderate proficiency with at least one optimization-specific softwareExperience applying and presenting analytic methods to inform decision making.Proficiency with one or more programming language (Python, R, Java, Visual Basic for Applications (VBA), etc.)No clearance required, but candidate must be willing and able to obtain SECRET clearance.

 

Additional preferred qualifications:

SECRET clearanceMaster’s in Operations Research, Data Science/Analysis, or related applied mathematics fieldProficiency with advanced analytic methods (statistics, simulation, optimization, machine learning).Proficiency with open-source optimization toolsDemonstrated past experience using or developing capital planning models for strategic investment decisions over extended time horizon (10+ years)Civil engineering and/or facility planning experienceExperience with the public sector, including government desktop programs and cloud environments (local shared drive, government SharePoint, government cloud)Experience with resourcing, logistics, financial management/accounting, investment planning, vehicle fleet management, and/or logistics planningExperience in Agile project planning and execution Benefit and Compensation Transparency
