What success looks like in this role:

Position:          Business Analyst – Land Management

Supervisor:      Applications Program Manager

Salary: $100,000 - $120,000

Summary:

The Business Analyst – Land Management is responsible for providing subject matter expertise for the City’s Land Management, Permitting and Work Order Management systems and for developing the functional requirements, testing training, implementation and support artifacts specific to the Land Management application portfolio in close collaboration with the business domain and business subject matter experts.  Create and maintain the strategic partnership between business stakeholders and Customer IT delivery.

Qualifications:

BA/BS in Accounting, Finance, Business Administration, Marketing, Information Systems Management, Computer Science or related field, or an equivalent combination of education and/or experience4 to 6 years of related work experience with progressively increasing responsibilityLocal government experience strongly desiredKnowledge of Land Management / Permitting COTS applications such as Accela Civic Platform strongly desired.Knowledge of work order management systems such as Lucity desired.Has participated end-to-end in an average size Permitting or work order system implementation in the last 3 years.Advanced knowledge of SDLC methodologyAdvanced analytical, project planning, negotiating, interpersonal, and communication skills (written and oral)Advanced proficiency using various Microsoft Office products – Visio and Project.

Skills:

3-5 years’ experience and/or certifications in land management applicationsWorking knowledge of IT operational procedures and processes.Strong interpersonal skillsProject management, process and documentation skillsDetail oriented, able to multi-task and meet deadlinesSelf motivated and able to work under minimum supervisionExperience in gathering user requirements and production of formal business requirements and functional specificationsUnderstanding of web technologies, mobility, infrastructure  and relational database concepts.Ability to manage and adapt in an extremely busy, and frequently changing environmentExperience with O365 desired

Responsibilities:

Technical Leadership, Strategy, and ManagementAssembles, analyzes, and represents customer business requirements.Collaborate with internal and external customers to elicit their business concerns and develop workable solutionsParticipate in planning initiatives, feasibility studies, cost/benefit analyses, and new applications requirementsAct as the liaison between the Customer business units and the IT support staff responsible for coordination of activities with application analysts and support staff.Work with customers to prepare test plans, scenarios and dataOversee user acceptance testing, develop user guides, provide user training, and support the user in the development of work processesUnderstand, document and manage business, functional, and data flow requirementsProvide day-to-day operations support, research and resolve problems associated with application transactions or processing.Translate stakeholder requirements into various documentation deliverables such as functional specifications, use cases, workflow/process diagrams, and data flow/data model diagramsAbility to manage small projects an initiatives.Vendor management Work with outside Consultants and solution providers on business issues and solutions.Foster and maintain good relationships with customers and colleagues to meet expected customer service objectives.Participate in the life cycle of a new product by researching the product specifications, providing input to the profit/loss analysis.Coordinate implementation projects with various business units, functional areas and/or vendors.

Communication and CollaborationBuild strong and trusted relationships with Customer stakeholders in order to be viewed as a technical thought leader for Customer IT.Meet with key stakeholders on a regular basis.Provide status reports on a regular basis that demonstrate delivery according to service level agreements.Communicate challenges and opportunities proactively and consistently to drive business performance.Innovative self-starter with excellent communication skillsCreate and maintain a work environment that promotes effective communication between team members and management.Promote a work environment that respects and values the expertise of others and provides each team member the ability to contribute to organizational success.Participate in team meetings on a regular basis.Communicate in a customer-focused manner.Build a network and proactively maintain contacts to foster professional and personal growth.

You will be successful in this role if you have:

• Requires a minimum of 5 years of related experience with a Bachelor’s degree or equivalent experience • Business analysis, requirements and/or product ownership certifications preferred
