Business Financial Manager SETA:



The successful candidate will provide Scientific, Engineering, and

Technical Assistance (SETA) support to the Defense Advanced Research

Projects Agency (DARPA) in Arlington, VA, an organization dedicated for

over sixty years to making pivotal investments in breakthrough

technologies for national security.



We are seeking a Business Financial Manager (BFM) to support DARPA’s

Tactical Technology Office (TTO). The BFM plays a critical role in

supporting DARPA's mission by providing comprehensive financial and

administrative support to Program Managers (PMs) in the Office. You will

be responsible for building and managing program budgets and

justifications, financial tracking and analysis, comparing forecasts

with actuals, and supporting solicitation and acquisition materials.



TTO’s mission is to revolutionize military hardware design, development,

testing, manufacturing, and sustainment with a focus on rapid,

affordable, and scalable deployment, aiming to create and prevent

technological surprises. By demonstrating innovative hardware designs

that reduce risk and cost while enabling responsive and affordable

manufacturing, TTO drives advancements that deliver disruptive

capabilities at every scale.



Responsibilities:



- Develop and recommend acquisition strategies based on comprehensive

program analysis.



- Prepare and manage procurement and funding documentation (e.g.,

OTAs, grants, contracts, and cooperative agreements), ensuring

compliance with Federal regulations and agency policies.



- Assist Program Managers (PMs) in planning, executing, and monitoring

program budgets, including forecasting, tracking expenditures, and

preparing financial documents.



- Analyze financial and performance data to identify risks,

opportunities, and areas for improvement.



- Track and manage deliverables, ensuring adherence to funding

agreements and program objectives.



- Create and maintain accurate program documentation and records.



- Organize and facilitate meetings, workshops, and reviews, preparing

presentations and correspondence as needed.



- Build and maintain strong relationships with internal and external

partners, including DARPA staff, contractors, and research teams.



- Provide administrative support, including travel and expense

management.



Requirements:



1. Education: B.S. degree or higher, desired in a field related to

business, accounting, finance, science, and/or engineering



2. Minimum of 3 years of experience in a federal government financial

management role, preferably in an R&D environment.



3. Management and business experience consistent with business

management support of DARPA Programs to include writing MIPRs and

related documents within government systems.



4. Strong understanding of Federal financial regulations and accounting

principles.



5. Experience working with OTAs, grants, contracts, and cooperative

agreements.



6. Comprehensive understanding of DoD budgeting including program

elements, authorizations, appropriations, and the PPBE process.



7. FTE: up to 100% availability (will consider candidates with at least

50% availability)



8. Location: DARPA on-site; Arlington, VA



9. Clearance: Secret with eligibility for TS/SCI



Desired capabilities and characteristics:



- Previous DARPA experience or related Federal “ARPA” agencies (IARPA,

ARPA-E, HSARPA) is strongly desired



- Ability to manage, coordinate, perform, and excel while completing

tasks of varying priority in parallel and under tight deadlines.



- Strong communication and presentation skills



- Attention to detail and strong organizational approach/abilities
