CBRN Analyst (Mid): Combatant Command Analyst (8478)

LOCATION: Arlington, VA (Pentagon)

DESCRIPTION: This position directly benefits the Warfighter by supporting the linking of Joint and Multi-Service Chemical, Biological, Radiological, and Nuclear Defense (CBRND) requirements to today's dynamic concepts of operation and participates in the support framework for the JRO-CBRND to develop Joint CBRND capability requirements. The CBRN Analyst (Mid-level): Combatant Command (CCMD) Analyst who serves as the JRO’s INDOPACOM/USFK/USFJ on-site analyst will support a variety of Joint CBRN efforts supporting the US and JS engagement efforts primarily aligned to INDOPACOM, USFK, and/or USFJ.  This analyst will assist the JRO to analyze, evaluate, and work CBRN defense and CWMD requirements to the Joint Staff, INDOPACOM, USFK, USJF, the Chemical and Biological Defense program (CBDP), and the Services.

 

Primary duties will include (but not limited to): 

Serve as the JRO’s on-site lead action officer (AO) for all tasks, requirements, projects, and efforts aligned to primarily INDOPACOM, USFK, and/or USFJ.  Examples include (but not limited to) AJA questions/inputs, IPL inputs, JUONS/JEONS, RFIs, TMT taskings (initiate and/or response), and other similar functions. Regularly communicate and work with JRO’s Liaison Officer (LNO) at INDOPACOM to better understand CCMD issues, concerns, requirements, tasks, and efforts as they pertain to the JRO-CBRND.  Attend and support exercises, events, and engagements to advance JRO-CBRND and Joint CBRN and CWMD capability development efforts in support of specified CCMDs as directed by the customer. Plan, schedule, coordinate, and execute table-top exercises and other similar training and exercise support for the JRO that supports specified CCMDs. Coordinate, support, and advance other customer initiatives to promote non-materiel CBRN Defense capability efforts.  Employee may be required to work actions and efforts not aligned to INDOPACOM/USFK/USFJ but supports the larger JRO-CBRND strategy. Oversee, coordinate, and develop non-materiel requirements documents in coordination with JS, Services, and Combatant Command representatives as outlined in the JCIDS manual.  Be responsible for developing Joint operational requirements by drafting, staffing and adjudicating requirements documents in accordance with the JCIDS manual prior to entering them into KM/DS. Develop and complete Joint Staff Action Packages (JSAPs) to accomplish tasks as required. Provide senior-level briefings as required. Prepare regular reports and products on various identified technical or programmatic issues.

KNOWLEDGE AND SKILLS:

Must have knowledge of current DoD policies, organization, processes, and doctrine; Joint Strategic Planning System (JSPS), Joint Capability Integration and Development System (JCIDS); Joint Staff Action Package (JSAP) and current JSAP staffing Task Management Tool (TMT). Must have excellent verbal and written communication skills.  Comfortable briefing large, diverse and high-level audiences.     

EDUCATION / EXPERIENCE REQUIRED:

Ten (10) to Fifteen (15) years of relevant technical area experience or more, normally equivalent to military O-4/W-3/GS-13 or above. Experience on CCMD staff is highly desired, preferably at INDOPACOM or USFK, and preferably with experience in the CBRN Defense/CWMD area. Experience on Joint, OSD, CCMD and/or a Military Department staff is desired, preferably with experience in the CBRN Defense/CWMD area. Minimum of an earned Bachelor’s degree with a major relevant to the duties of the position.  Advanced degree in associated discipline is desired.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: This is a normal office working environment.

  

TRAVEL REQUIREMENTS: 25%.  Could surge occasionally depending on customer requirements.
