Job Summary:
The Compliance Manager is responsible for supporting the Bank’s response to evolving regulatory requirements in the EU/EEA markets. You will ensure that PayPal Europe (‘’PPEU’’) remains compliant with all relevant financial regulations (e.g., key frameworks such as PSD2, GDPR, DORA, CSRD and applicable consumer protection laws and financial product regulations in the EU/EEA).In practice, you will support a program that is missioned to identify and assess regulatory changes and oversee their proper and timely implementation across the various business units of PPEU, in collaboration with PayPal (group-level) ORCM organization, and PPEU’s Business Risk and Control Lead (BRCL) unit. To be successful, you will work closely with compliance, risk, legal, and FLOD operations/product development teams to assess regulatory impacts, execute on strategic action plans, and report progresses and residual regulatory risk to the Head of RCM Unit, the PPEU CCO and to Authorized Management.
You will report directly to the Head of RCM Unit and is critical to support a sound growth of PayPal’s overall business and products across the EU/EEA region. The UK is not in scope.
Job Description:
Your day to day will look like:
Monitor global, regional (EBA/ECB), and local (Luxembourg) regulatory developments that may impact the Bank’s operations and business plan execution. This responsibility will be executed within the framework of PayPal’s ORCM program, using group and policy tools.Analyze the impact of new and evolving EU/EEA regulations on banking operations and communicate potential risks and opportunities to Head of RCM Unit and senior stakeholders.Assess regulatory implementation efforts across multiple EU/EEA host countries, adapting the PPEU program to national transpositions where required on a risk-based approach.Advise on FLOD/SLOD program adjustments (enhancement of existing controls or creation of new programmatic controls) as a result of the RCM work. Ensure the control advisory information is properly recorded and tracked in SNOW with the support of the BRCL function.Execute on the ORCM framework to manage regulatory changes across the organization, and report on program execution through a series of working group/committees at PPEU and PayPal levels.Maintain with both legal and the global ORCM function a robust regulatory horizon scanning program to ensure timely identification and response to upcoming legislative changes. The role will help advise and support advocacy programs whenever required.The role will execute directly on the RCM analysis and control advisory work for regulatory compliance regulations (incl. conduct rules). The role will support cross-functional analysis of the relevant regulations, and it will help coordinate the execution of the RCM program in collaboration with those departments. A similar process will apply when the contribution/expertise of a PayPal (group-level) SME is required to execute on the RCM program.Stakeholder Management & Advisory Function
Act as an advisory/SME regulatory compliance function who facilitates the development of policies and procedures to integrate new regulatory requirements into operational processes.To achieve its mission, role will support coordination efforts across various functional teams at PPEU and PayPal (group-level) to ensure timely and effective understanding/implementation of regulatory changes:Work with legal and compliance & risk teams to interpret regulatory changes and translate them into actionable strategies, within the ORCM framework.Work with BRCL and product development functions to ensure PayPal’s control framework is updated in line with new regulations.Work with the Risk unit to analyze and quantify PPEU’s exposure to residual regulatory risk, and how this risk may impact the Bank’s prudential position in terms of capital and liquidity requirements.Support the GR/GRR advocacy program work, e.g., represent the Bank in industry working groups and regulatory consultations to influence regulatory developments. Act as a trusted liaison officer for regulators, regulatory compliance authorities/agencies, and industry bodies.Provide guidance and strategic advice to the Head of the RCM Unit and PPEU Authorized Management on regulatory expectations, regulatory impact assessments, compliance requirements, emerging regulatory risks and opportunities, and evolving control strategy.Expect to provide very visible engagement with varied Sales & Marketing stakeholders to facilitate the review of marketing content.Program Reporting & Governance
Support the regional ORCM governance structure and processes. Track regulatory compliance initiatives, ensuring clear accountability and controls.Report on the PPEU RCM program execution through a series of tools and governance bodies at the Bank and PayPal (group) levels. Contribute to the ORCM section of the RCR reporting.Jointly with the Compliance Operations unit, ensure PayPal’s written policies, and procedures are updated in line with new applicable regulations.Risk & Compliance Oversight Mission
Strengthen the regulatory risk framework to mitigate compliance risks across the Bank’s EU/EEA operations.Ensure PPEU's business risk appetite is aligned with regulatory expectations and supervisory guidelines.Support internal and external audits, regulatory reviews, and examinations.Foster a strong regulatory culture within the organization through training and awareness programs organized co-jointly with the Compliance Operations unit.Work closely with internal teams (legal, risk, finance, operations) to ensure a proactive approach to compliance.Key Qualifications & Experience
Bachelor's or Master’s degree in EU/EEA relevant Consumer Regulations, Banking Law, Business, Finance or a related field.10+ years of experience in regulatory change, legal, compliance, or risk management within the banking/payment industry.Strong knowledge of financial regulations, including PSD2, GDPR, DORA, CSRD and applicable consumer protection laws and financial product regulations in the EU/EEA.Experience managing regulatory interactions and working with regulatory bodies.Experience working with legal departments & external law firms.Communication, and analytical skills.Key Skills & Competencies
