Contract Specialist (Developmental)

Responsibilities Serves as a trainee Contract Specialist performing a variety of duties designed to provide experience and knowledge and skills in all phases of contract award, administration and termination. Gradually assumes more responsibility and learns to perform the full scope of the duties required of the position. Completes a prescribed agenda of formal/informal classroom, on-the-job training and self-development as set forth in the individual Training Development Plan. Duties performed in this position are developmental in nature, leading to advancement to the position of Contract Specialist, NF-1102-04. The Contract Specialist procures supplies or services primarily through formal advertising, or through limited use of negotiation techniques. Negotiated transactions are usually developmental assignments designed to increase the employee's knowledge and skills. The Contract Specialist job assignments will be assigned by the contracting team lead in the order of time frames, and priorities, including discussions regarding problems to be anticipated. The supervisor or a contracting team lead monitors the work in progress and reviews the recommendations made to ensure adequate analysis has been made and recommendations are supported by sound judgment and adequate justification. The Contract Specialist assignments are designed to provide diversified experience as a foundation for future responsibility. Performs complete procurement transactions for commodities involving few complexities, i.e., items covered by standardized specifications where established competitive markets exist. Items are procured primarily through formally advertised bid procedures such as acquisition of technical items, and transactions requiring the use of basic negotiated procedures. Solicits sources of supply through various Federal Government supply agencies such as GSA and commercial agencies. Analyzes prices, discount rates, delivery dates, transportation charges, and recommends the most advantageous offer based on findings. As a condition of continued employment employee must attain: Federal Acquisition Certification in Contracting (FAC-C) professional certification within 18 months of appointment. Upon completion of FAC-C certification, employee will be evaluated and potentially non-competitively promoted to NF-1102-04 - Salary code 4A Requirements Conditions of Employment OTHER ESSENTIAL INFORMATION: Selectee will be required to participate in Direct Deposit/Electronic Funds Transfer as the Standard method of payment for payroll and travel purposes. Males born after 12/31/59 and at least 18 years of age must be registered with the Selective Service System, unless covered by an exemption under the Selective Service Law, in accordance with 5 U.S. Code 3378. Selectee will be required to provide a written statement regarding his registration status unless he is exempted by this statute. Must satisfactorily complete a Federal Background check. Qualifications Minimum: A 4-year course of study leading to a bachelor's degree with a major in any field; or at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Applicant will be required to upload transcript. Experience with basic procurement procedures and techniques to carry out recurring assignments involving use of the formal advertised method. Preferred (in addition to the minimum): One-year specialized experience procuring a wide variety products and services; developing contracts terms and conditions; negotiating and awarding contracts and contract modifications; performing price/cost analysis; monitoring contractor's performance; reviewing and processing invoices received; performing work associated with closeout or contract termination.
