Design Phase Manager, Construction & Infrastructure

The Design Phase Manager will be responsible for planning and overseeing capital projects through the initiation and design phases of the projects. The manager will support the Construction & Infrastructure department by performing various duties and initiatives include but are not limited to the initiation of new projects, managing architects and engineers in the design phase to develop project requirements, schematic designs and construction documents within approved budgets, developing standardized specifications and designs for portfolio wide implementation. Preparing bid documents and negotiating contracts with general contractors and/or vendors. Updating stakeholders on the design status, conducting routine design team meetings and site visits to review progress. Manage a team of project managers.

Job Responsibilities
Oversight and management of Construction & Infrastructure projects: initiation phase and design phase.Execute project estimating, request for proposals (RFP), analysis of bids, and project execution.Assist in the establishment of project budgetsManage and control project costs through the design phase.Manage the A/E teams according to strict milestone deadlines through the design phase.Completes financial analysis of the request for proposals and provides recommendations to internal stakeholdersSupport negotiation and administration of all design consultants contracts and agreements supporting properties and facilities, including developing bid documents, identifying potential bidders, and awards.Ability to review construction cost line items with recommendations on cost control and approach to project.Coordinates with internal stakeholders on program development of capital projects.Insure that all design go through 605 and 90% design reviews.Insure that all construction documents go through a constructability and biddability review.Leads and directs project team members to ensure compliance with set standards, procedures, and guidelines.Develop and implement a full set of standardized material specifications for all new hanger and FBO projects.Develop and implement a full set of standardized design specifiactions for all new hangar and FBO projects.Coordinate with Program Controls to develop a Program Management Plan (PMP).Consistently provides management and oversight on project development, design, and activities. Activities include coordinating routine status meetings with all parties involved in the project, such as the architects, consultants, contractors, sub-contractors, and internal stakeholders. Status meetings will be a combination of virtual and in-personConduct frequent and detailed site visits to gain insight into work progress, increase team efficiency and productivity, and mitigate potential mistakes/delaysCommunicate effectively with the vendors, consultants, and contractors responsible for completing various phases of the project. Key communications include ongoing review, confirmation, and internal coordination of development/design/construction drawings/specifications, other regulatory paperwork, and licensing requirementsEnsures projects are completed within the designated schedule and approved budget. This is performed through budget management, expense tracking, and risk managementLeads and manages all parties involved in the project, such as the architects, consultants, contractors, and sub-contractorsInvoicing and billing management through coordinating payments and cash flow for respective construction projectsAssembles monthly capital project performance reports

Supervisor and Financial Responsibilities:

Responsible for managing budgets on assigned projects and ensuring previously authorized amounts are maintained throughout the project design phases
Job Qualifications

Minimum Education and/or Experience:

Bachelor's degree in Architecture, Construction Management, or Engineering, is requiredAdvanced certification (e.g., CCM, PE, AIA, LEED AP) required.Minimum of ten (15) years of experience in a similar role, preferably in Project Management, Construction Management. Specific aviation or hospitality experience is a plus.Strong analytical skillsRelated technical experience may be considered in place of education requirements

Additional knowledge and skills:

Understanding of Project Management, Procurement, Risk/Insurance, and Accounts Payable functionsAbility to interact with leadership, key stakeholders, team members, and suppliers in a professional mannerProficient use of Microsoft Office suiteSuperior time management skillsExcellent leadership skillsExperience with Microsoft Project and/or ProCore, BlubeamAbility to work autonomously while providing oversight and updates to leadershipThe job will require 25% travel and a valid driver's license
