EHS Manager Job ID #: 28289 Location: LA-NEW ORLEANS Functional Area: Management Position Type: Full Time Experience Required: 5 - 7 Years Relocation Provided: No Education Required: Bachelors Degree RC/Department: 6465 -L.RIVER HARVEY TERMINAL (6465) :DELTB Position Description Primary purpose: + The Environmental, Health and Safety Manager is responsible for managing and maintaining day-to-day technical Safety and Health support of Terminal operations. The EHS Manager administers and is responsible for oversight of various regulatory compliance programs, procedures, and policies associated with federal, state, and local regulations and Company safety and health policies, and serves as liaison with internal and/or external legal and regulatory personnel and agencies, as directed by the Regional EHS Manager. Position will be located out of Harvey, LA (Delta Terminal) in support of the Delta and Seven Oaks Terminals, providing support to the region, business unit and Kinder Morgan as needed. Essential duties and responsibilities: + Responsible for the strategic planning, technical support and overall management for handling environment, health, safety, training, and industrial hygiene issues for the terminals. + Administers and oversees the Terminal EHS Staff, compliance programs, procedures, and policies associated with federal, state, and local regulations and acts as a liaison with external legal and regulatory personnel and agencies. + Manages and maintains day-to-day technical Health and Safety support of terminal operations at Harvey Terminal. + Reviews, interprets, and coordinates compliance with federal OSHA and applicable state and local regulations and company safety and industrial hygiene policies. + Develops or assists in development of, reviews and assists in the implementation of facility specific EHS manuals, programs, procedures, and standards. + Serves as liaison with internal and external legal personnel and regulatory agencies and their representatives. + Serves as technical resource in reviewing safe handling and storage of new products. + Coordinates industrial hygiene issues, using corporate resources. + Conducts, participates in or reviews accident investigations and tracks and trends safety statistics using data generated in the investigations. + Develops, implements, and conducts safety training and orientation of employees, new employees, and applicable contractors and coordinates or delivers additional safety training as appropriate. + Maintains records of safety training + Leads or serves as technical resource to the Safety Committee + Effectively communicates and coordinates activities with and assists Regional Employee Health and Safety Manager and staff in providing safety, industrial hygiene and environmental support to the Terminal and the Region + Assists in emergency planning and preparation, including scheduling and conducting drills and exercises. + Manages Safety budget. All other duties as assigned. Position Requirements Minimum requirements: Education: + Bachelor’s degree in Engineering, Environmental Science, Safety, or related discipline, from an accredited academic institution is required. Experience / specific knowledge: + A minimum of 7-10 years of previous successful work experience in a safety and/or environmental compliance position is required. + Must demonstrate an advanced working knowledge of OSHA and/or EPA regulations. DOT and USCG experience is a plus. + Familiarity with PSM and RMP regulations is a plus. + Must possess and be willing to maintain expert knowledge of safety programs, especially Hazardous Energy Control, Fall Protection, Safe Work Permitting and Confined Space Entry. + A working knowledge of air, water, and waste federal and state regulations is required. + Proven experience managing a team, creating, and measuring goals. Certifications, licenses, registrations: + Valid driver’s license. + Must have ability to possess a TWIC (Transportation Worker Identification Credential) card Competencies, skills, and abilities: + Candidate must be able to interface effectively with governmental agencies, regulating boards, third parties, contractors, and lawyers. + Ability to maintain Confidence and appropriate candor. + A high level of technical knowledge is required, including the ability to be innovative and creative while utilizing technical resources to address complex compliance issues related to liquid and bulk material handling facilities. + Ability to influence senior leaders and to drive decision making to conclusions/solutions. + Must have exceptional skills in building interpersonal relationships, including a high degree of judgment, diplomacy, and ability to influence others. + Assist internal / external legal counsel in preparation of legal and technical defenses in regulatory enforcement actions and associated regulatory matters. + Participate in Technical Working Groups, industry, and trade associations. + Personnel management; mentoring, development, and staff succession planning. + Coordinate customer and neighbor interaction (customer requests, CAER, community relations, vendors/consultants, agencies, customer audits). + Ensure appropriate countermeasures are properly identified to prevent recurrence utilizing a robust incident investigation process including 5-Why root cause analysis. Physical demands: + Must be able to lift up to 50 lbs. + While performing the duties of this job, the incumbent may be required to stand; walk, sit, ascend/descend stairs; use hands to finger, handle, or feel objects, tools, or controls, reach with hands and arms; climb or balance; stoop, kneel, or crouch; talk or hear. Working conditions: + Must be willing and able to work in a corporate office and field environment. + Must be willing and able to work in the outside in the plant environment, in all types of climatic conditions. + Must be able to climb stairs, cranes, conveyor systems, tanks, up to 95 feet. + Travel to other field or corporate locations may be required depending on nature of ongoing work activities as much as 50% or possibly even more. + Must be willing and able to carry a company provided cell phone and respond as needed 24/7. + Subject to PHMSA compliant drug testing program. + Extended periods of sitting may be required for administrative activities.
