Responsible for implementing and continuously improving Process Safety Management programs and performance. Works to strengthen overall performance at the site, and assure compliance with applicable PSM regulations, and Responsible Care Process Safety requirements. Works to identify and mitigate process safety risk through procedures, reviews, metrics and analyses of processes, incidents, trends.
Responsibilities Leads/Manages the Process Hazard Analysis (PHA) process at the site. This includes training/scheduling facilitators, planning, conducting PHA’s, performing Layers of Protection Analysis (LOPA) and assessing the need for Critical Safety Systems (SIS/SIL). Leads/ensures PHA Actions are progressed to completion/resolution by tracking and following up on action items.Manages the MOC Process, provides governance for the Deferral process, and practices escalation where needed.Shares PSM best practices among sites, serves on global Process Safety CouncilProvides PSM expertise to plant as well as recognized and generally accepted good engineering practices (RAGAGEP) such as NFPA, ASME, API, and NEC.Partners with Operations, Maintenance and Engineering to provide coaching, training, PSM support to help them successful in their role in PSM. Aligns site procedures/processes to corporate PSM programs.Integrates PSM into site standard work processes. Ensures site is up to date with PSM training and operating procedure reviews. Participates in project reviews, ensures Safe design, HAZOP, PSSR are included.Leads/participates in PSM audits to ensure compliance with OSHA/EPA RMP, ACC standards.Leads/participates in Incident Investigations to leverage the learnings across the site units and globally. Ensures root cause and corrective actions are put into .Leverages PSM Metrics to reduce Risk, improve Compliance and drive performance.Qualifications
EDUCATION & EXPERIENCE MINIMUMS:
BS in Chemical Engineering, Mechanical, or other technical degree with PSM experience.Additional professional certification and/or a graduate degree in Engineering or Process Safety formal education.Certification in Incident Investigation, Process Hazard Analysis Team Leader, Facility Siting, Dust Hazard Analysis, or other formal relevant process safety programs.Minimum 3-5 years of professional experience in PSM and RMP best practices for petrochemical and/or chemical plants.Demonstrated experience in implementing, and executing a PSM programDemonstrated experience in identifying and mitigating process safety risksExceptional leadership, ownership and communication skillsDemonstrated audit experience in PSM within the chemical or petrochemical industryExpertise in knowledge-base and application of RAGAGEP
EDUCATION & EXPERIENCE PREFERRED:
P.E. registration, CHMM, CSP, CIH or equivalent is a plusPHA Trained Team Leader
SKILLS/ABILITIES:
Demonstrate a knowledge of plant Engineering, process engineering and process safety management
Demonstrate familiarity with OSHA PSM and EPA RMP requirements.
Demonstrate understanding of state and federal regulatory laws
Demonstrate strong computer skills (Afton's routine EHS applications like Gensuite)
