FRCS CYBERSECURITY FEDERAL PROGRAM MANAGER

 

RESPONSIBILITIES

This position will be primarily focused on business development for Federal program work for Facility-Related Control Systems (FRCS) cybersecurity and the continued strategy and marketing of federal clients.   While reporting to the National Market Lead for USACE Civil Works, this position will coordinate work throughout the Federal team, to include both DoD and Federal-Civilian programs to ensure FRCS cybersecurity components are identified and included in all Federal proposals as appropriate.

 

Federal Program Management

Working in collaboration with the National ICS/OT cybersecurity practice lead, the Federal Engineering Practice Executive and others across the Michael Baker team, this position is responsible for contributing to the growth of the Federal Facility-Related Control Systems cybersecurity portfolio as defined by internal key performance indicators on a yearly basis. This will involve evaluating potential opportunities using mining tools like govwin and sam.gov to determine probabilities of success, determining project time frames and funding limitations, and outlining procedures for accomplishing project requirements and allotment of available resources to various project phases directly related to FRCS cybersecurity.  Directly contribute to Federal proposals by editing SF 330’s for FRCS cybersecurity and providing all relevant content for the inclusion of all FRCS cybersecurity on Federal proposals.  Collaborate with leadership and Federal project staff to outline workplan, responsibilities, quality management, risk assessment, and scope of authority.  Ensure project milestones and objectives are accomplished within the prescribed scope, schedule and budget parameters, clearly documenting and communicating project progress to team and leadership. Coordinate throughout the Michael Baker enterprise, leveraging the strength and diverse array of talents of our organization, to most effectively met our client’s needs.  Assist in ensuring that defined Federal goals are met in areas including customer satisfaction, safety, quality and team member performance.  Propose changes and interventions with project teams and leadership, to ensure FRCS cybersecurity program and project goals are achieved. Develop new and strengthen existing, positive relationships, both internally and externally, with colleagues and new clients. Leverage existing relationships to help create new opportunities for Michael Baker International.  Lead major FRCS cybersecurity project initiatives as needed supported by junior internal FRCS Cybersecurity project staff. Success will be determined based on key metrics for Federal FRCS Cybersecurity portfolio growth currently identified and to be updated in the ICS/OT Cybersecurity 5 year business plan. This plan includes Federal, Federal-Civilian, Infrastructure, and Commercial growth metrics for cybersecurity. Successful hire will contribute to the update of this business plan.

 

Federal Strategy & Marketing Support

Increase awareness and continually educate internal project managers and market leaders on FRCS cybersecurity requirements, criteria, and processes for Federal and Federal-Civilian markets. Routinely communicate with external key clients to understand their needs, preferences and upcoming FRCS cybersecurity program or project work.   Identify new opportunities for growth to expand our FRCS cybersecurity practice. Federal DoD clients may include, but are not limited to NAVFAC CIO stakeholders at HQ NAVFAC and individual Facility Engineering Commands, AFCEC FRCS and Civil Engineering stakeholders, and USACE MCX FRCS Cybersecurity and individual USACE District FRCS cybersecurity representatives, and USACE Civil Works.  Federal-Civilian clients may include but are not limited to VA, DHS, DOE, Intelligence Community and others. Routinely collaborate with Michael Baker Federal National Market Leads to create and manage long-term goals for the federal program.  Routinely collaborate with Michael Baker National ICS/OT Practice Lead to create and manage long term goals for the Federal program. Help to routinely assess our FRCS cybersecurity Federal program strengths and identify areas for improvement.  Continually monitor program risks and strive to address and mitigate them all.  Mentor our Federal FRCS cybersecurity design staff to help increase understanding and knowledge of FRCS criteria, specifications, and maximize level of effort efficiencies for each Federal DoD MILCON, SRM, design-build, or design-bid-build project. Lead and manage large scale IDIQ, MATOC, SATOC programs to ensure FRCS cybersecurity is included in all work delivered to the client is within Michael Baker standards.  Produce accurate and timely reports of program status throughout its life cycle. Actively support the Michael Baker Federal Program team to anticipate, track and prioritize opportunities, focusing on FRCS cybersecurity for Federal clients (USACE, NAVFAC, AFCEC, etc.)., Federal-Civilian clients (DOE, VA, DHS, DHA, Intelligence Community etc.) . Support internal business development meetings with project managers, subject matter experts, market and practice leads, office executives, planning practice leads, the National ICS/OT practice lead, the Federal Engineering practice executive, and other internal stakeholders. Participate in go/no-go decisions and the entire sales lifecycle for federal and federal-civilian opportunities Research market trends/client needs and determine how to position the firm to capture more of the FRCS cybersecurity market. Fully engage on key federal pursuits to ensure FRCS cybersecurity is represented.  Assist in the FRCS cybersecurity strategy and messaging for targeted pursuits, including all elements to craft a winning proposal. Assist the National ICS/OT practice lead with external teaming arrangements and partnerships to include identifying, selecting, and recruiting consultant partners and subconsultants. Represent Michael Baker and its services through thought leadership and engagement with industry organizations (SAME, etc.) Develop relationships with external teaming partners in collaboration with the National ICS/OT practice lead as necessary.

 

REQUIREMENTS

Bachelor’s Degree in Architecture, Engineering, Construction Management, Business Administration, or a related field.  Master’s degree preferred. DoDD 8570/8140 Cybersecurity certification required. Certified Information System Security Professional (CISSP) and Global Industrial Control System Professional (GICSP) preferred. Minimum 8 years of experience in the Federal market with an emphasis in Facility-Related Control Systems for DoD design and construction programs. Ability to effectively multi-task under stress and tight deadlines. Demonstrated collaborative team leadership and team building.  Strategic thinker with high ethical and business standards. Excellent computer skills with a high level of proficiency in Microsoft Office to include Word, Outlook, Excel, and PowerPoint.  Excellent written and oral communication skills. Experience with and a working knowledge of the DD 1391 and SF330 process. Travel is required to manage efforts across the US and at times, internationally.

COMPENSATION
The approximate compensation range for this position is $160,000- $220,000.  This compensation range is a good faith estimate for the position at the time of posting.  Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
