Lead Health Economist
Description The Regulatory, Policy and Economics business at ICF supports primarily public-sector clients in the full range of economic and policy activities. We estimate costs and benefits, as well as the economic impact of regulations, policies, and programs. We also evaluate program effectiveness. We work with virtually all federal agencies; key clients include the Department of Health and Human Services, the Environmental Protection Agency, Department of Labor, Department of Transportation, Department of Interior, Department of Homeland Security, the Nuclear Regulatory Commission as well as other federal, state and local agencies, and select non-profit and private-sector clients. ICF seeks a Senior Health Economist to support the growth of our expanding Regulatory, Policy and Economics Practice. As a Senior Health Economist, you will help our Federal Government clients tackle challenging and meaningful projects that address the most important issues facing our society. Your expertise in policy, economics, research, and analysis related to the health and safety impacts of tobacco products and other FDA-regulated products will meaningfully inform high profile policy-making activities. As a leader within the Regulatory, Policy and Economics Practice, you will work closely with other leaders and subject matter experts across ICF – particularly in our public sector health practice -- to foster a “one ICF” solution. This role can be located in the Washington DC Metro area or other locations (e.g., Cambridge, MA; Durham, NC). Travel to client sites, ICF offices and Conferences may be required. What you will be doing: + Partner and interact with Federal and State government Economists and other regulatory and policy-making program staff within the health field. Manage work on short- and long-term domestic US projects. + Analyze the costs, benefits and economic impacts of regulations, policies, and programs, including the evaluation of program effectiveness. Your work products will include written reports, memoranda, spreadsheet models, and PowerPoint presentations. A portion of your work products will be published for public comment in the Federal Register. + Support clients that include: The Department of Health and Human Services (and specifically the Food and Drug Administration), Environmental Protection Agency, as well as other federal, state and local agencies, and select non-profit and private-sector clients that focus on health issues. + Facilitate the effective management of client demands that may include aggressive deadlines and complex deliverables. Oversee delivery of client commitments, ensure excellence, and drive a customer satisfaction culture. + Mentor and coach junior staff to monitor workflow/workload, provide guidance, ensure quality work products and high levels of employee engagement. + Understand your Client’s current and upcoming needs, anticipate how ICF can be a partner to Clients and add value. Help translate evolving Federal agency requirements, operations, and programs into new ICF engagements and relationships and demonstrate to Clients how ICF can resolve their most challenging problems. + Support business development efforts by engaging in capture, bid and proposal processes and assist with technical storytelling and compelling solutions for Client audiences. + Demonstrate thought-leadership and technical expertise via presentations at conferences, authoring publications, and client or professional engagements. Basic Qualifications: + Ph.D. in Economics, with a focus on health economics + Demonstrated 7+ years of domestic US expertise in one or more areas including: Health Economics, Regulatory Economics, Industrial Economics, Policy Analysis, Rulemaking, Cost-benefit Analysis, Economic Impact Analysis. + US Citizenship (required by federal government for this position) Preferred Qualifications: + 3+ years of experience managing databases or conducting analysis using one or more of the following: R, SAS, machine learning, or other tools/methods. + Experience working on programs or projects involving FDA-regulated products (e.g., tobacco products, OTC drugs, retail medical devices). + Demonstrated project and people leadership experience. + Strong technical project management and financial project management acumen. The pay range for this position is: $76,848.00 - $130,642.00 Nationwide Remote Office (US99)
