Management Analyst

MELE Associates maintains a contract with the National Nuclear Security Administration (NNSA) Office of Infrastructure (NA-90), which works to maintain, operate, and modernize NNSA infrastructure to enable division results. NNSA’s infrastructure protects global security through unique capabilities found nowhere else in the United States. These capabilities are threatened by deteriorating facilities built during the Manhattan Project and Cold War eras. MELE requires a Management Analyst to support the Office of Design and Construction (NA-92).

The Management Analyst will support NA-921 division director with a variety of analytical and management support functions. The Management Analyst will establish, coordinate, and monitor internal office activities, procedures, policies, and schedules. The Management Analyst will participate in developing, interpreting, and applying a wide range of general business and management principles and technical skills for implementing the full range of NA-921 acquisition planning, general division support and contract administration resource requirements necessary for execution. The work involves gathering information, organizing and supporting staff acquisition tasks, contract administration, supporting acquisition solutions with strategic and tactical research, data, and information gathering.   The Management Analyst will perform a variety of specialized technical and analytical activities that often involve complex and/or unusual problems in support of NA-921. 

The Management Analyst position requires a dedicated, well-organized individual with initiative and creativity, and a strong interest in government affairs.  Prior experience working at another executive branch agency/department, Legislative Branch, at a non-governmental organization (NGO), or at NNSA is desirable.

Essential Functions:

The Program Analyst develops, plans, analyzes, researches, and applies effective strategies to enhance NA-92 mission objectives that include, but are not limited to:

Provide research, analysis and recommendations to drive acquisition, contract administration, and managerial actions. Create, manage folders, data, records, and reports used for tracking, maintaining acquisition information and status, including documents, research and other information related to acquisition management and contract administration. Establish and maintains files and databases, including the storage and inventory of records that are consistent with records management laws and regulations. Plan, prepare, organize, review, edit, update, proof-reading, formatting, distribute, record, file correspondence, memos, briefings, reports, and presentations. Ensure communications documents reflect NNSA positions with regard to treatment of sensitive subjects; are consistent with leadership's intent, commitments, authority, and positions; are adequate and prepared in a style and tone preferred by the Manager; and meet standards for readability, logic, flow, and proper coordination. Planning, coordinating, virtual and in-person team meetings, tag-ups, resources, information, equipment, platform, schedules, outreach, etc. on contract administration, due dates, milestones, training, collaborations, etc. Manage Team calendar, invites, distribution lists.  Creating, editing, meeting agendas, take meeting notes and distributing. Assess and organize acquisition information, documents, and reports from STRIPES, SAM.Gov, FedConnect and other acquisition sites or systems. Coordinate collaborations and reviews utilizing collaboration tools Desktop Publishing: create newsletters, presentations, develop charts, graphs, and other visual displays of information. SharePoint: create and maintain SharePoint for workload, contract portfolio, etc. Reports: create and maintain reports, subcontract reports, travel, etc. Conducts periodic studies and analyses of a wide range of office activities to determine the efficiency and utility of internal operating procedures. Responds to inquiries brought to leadership by members of the staff, other government officials, contractors, or the public. Provides rapid-response support on time-sensitive actions and conducts basic information research and analyses to serve as the basis for key decision-making. Handles special projects and prepares periodic reports or special briefings as directed. Other duties as assigned

 

Minimum Qualifications:

College Bachelor’s degree with major or specialization in business management, public administration, acquisition, contracting. Advanced knowledge and skill in various software application - Microsoft Suite, SharePoint, Adobe Pro – utilizing most effective methods based on communication needed. Advanced experience with content creation and basic desktop publishing - editing text for spelling, grammar or punctuation errors; editing and formatting images or graphics; importing graphics and text into publishing programs; positioning text, images and graphics on a page. Exceptional resource and research skills: tracking information; ability to gather information about a topic, review that information, analyze; and, interpret the details in a way to support reporting, further analysis, resolution, and/or solutions. Experience with principles, concepts, and practices of contracting, to include competence in application of qualitative and quantitative techniques for measuring effectiveness, efficiency of data, information, resources. Experience and ability to assess Federal agency regulations and requirements. Experience with developing guidelines and procedures. Ability to effectively communicate, and to prepare and deliver recommendations and guidance. Excellent organizational skills Excellent time management skills Customer service oriented Hard worker that shows initiative Works well with short turnaround deadlines in fast paced office environment and is adaptable to changing priorities Ability to obtain and maintain a DOE Q security clearance

 

Preferred Qualifications:

Experience supporting congressional or federal government acquisition/contracting or non-governmental organization (NGO) Master’s Degree with major or specialization in business management, public administration, acquisition, contracting. Advanced training certification in Microsoft Suites, Adobe Pro, SharePoint

Location: Washington, DC onsite with some telework

 

Salary: Salaries are determined based on several factors including external market data, internal equity, and the candidate’s related knowledge, skills, and abilities for the position.
