This pivotal role will involve overseeing the monthly accounting of receivables and payables, ensuring the smooth operation of the Motor Vehicle Department. This is a highly responsible and difficult supervisory, technical and administrative work involving the planning, organization, direction, supervision and coordination of the operations of the Motor Vehicle department. The work is performed under the general direction and supervision of the Treasurer with considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain close cooperative working relationships with other City-County employees, supervisory personnel, outside State agencies and the general public. Supervision is exercised over the work of employees in the Motor Vehicle Division, policy/procedures and property tax collection . Examples of Essential Work (Illustrative Only) + Performs accounting transactions that include the balancing of city-county funds, preparing deposits and journalizing the general ledger. + Prepares letters, reports, statements, financial and statistical tables and other related materials, including confidential correspondence and reports. + Performs a variety of confidential State of Montana functions pursuant to the Montana Code Annotated. + ·Oversees all licensing functions of motor vehicles. + Establishes proper accounting methods, policies and principles. + Oversees proper processing of customer payment receipts. + Plans, assigns, and evaluates the work of Motor Vehicle staff. + Provides information and statements to external auditors of State Agencies. + Keeps accurate records of the Motor Vehicle department for private sector agencies and general public. + Manages inventory of plates, decals, and departmental supplies. + Responsible for processing NSF payments per policy of the department. + Responsible for training relative to all motor vehicle policies, procedures and transactions. + Maintains contact with Justice Department, and Police and Judges on all vehicle matters requiring special attention. + Meets and greets the public and answers questions regarding animal shelter operation and policies or refers questions to other appropriate personnel. + Evaluates division requirements, recommends purchase of new equipment and supplies and prepares and reviews specifications for recommended purchases. + Prepares division budget estimates and other regular and special reports. + Keeps personnel, payroll and operations records. + Manages any changes on the Treasurer’s website pertaining to Motor Vehicle. + Keeps the Treasurer aware of and informed on all matters affecting City-County operations and activities as they become known. + Attends meetings, conferences and workshops as requested and authorized. + Performs related work as required. + Process daily County balance in the absence of the Treasurer and Chief Deputy. + Performs all duties and work assignments in compliance with project quality requirements; + Acts responsibly and ethically, and in conformance with generally accepted business, occupational, and professional standards. + Performs other duties as assigned. Required Experience, Training, Knowledge, Skills, and Abilities Required Knowledge, Skills and Abilities + Strong organizational skills. + Ability to locate and read technical documents related to department or division functions. + Comprehensive knowledge of the principles and practices of operating a Motor Vehicle department. + Comprehensive knowledge of office terminology, procedures and equipment. + Comprehensive knowledge of general accounting theory, principle and practice. + Ability to direct, motivate, coordinate supervise and evaluate the work of others. + Ability to train others in their assigned duties and responsibilities. + Proficiency with Micro Soft Office. + Ability to think clearly under pressure and maintain personal composure. + Ability to switch between tasks easily when priorities shift. + Ability to handle a high volume of work with a very low error rate. + Ability to type and make computer entries at a reasonable rate of speed. + Ability to accurately calculate charges, handle money and make correct change. + Ability to establish and maintain financial records and files and to prepare reports from such information. + Ability to handle a variety of financial and administrative support tasks under the pressure of fixed time deadlines. + Ability to attend specialized state training annually. + Ability to perform work with speed, accuracy and attention to detail. + Ability to make decisions in accordance with established policies and procedures. + Ability to independently solve problems within assigned areas of responsibility. + Ability to establish and maintain effective working relationships with employees, supervisory personnel and the general public. + Ability to communicate well with others, both orally and in writing. + Ability to handle confidential employee and administrative information with tact and discretion. + Ability to operate a personal computer using word processing, spreadsheet and database applications appropriate to assigned duties. + Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions. + Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology. + Ingenuity and inventiveness in the performance of assigned tasks Acceptable Experience and Training + Graduation from high school supplemented by additional training in computers and computer applications related to assigned duties; and + A minimum of five (5) years of experience in a supervisory position, with accounting, and customer service; or + Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work. Required Special Qualifications Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance. See below. “2.08.010 Residence during employment. From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow.
