General Functions:

The Payroll Manager oversees and manages Cook Inlet Tribal Council’s (CITC’s) payroll functions. This position oversees the payroll team to ensure payroll is processed accurately, timely, and in accordance with internal controls while abiding to municipal, state, and federal rules and regulations. The Payroll Manager is also responsible for monitoring reconciliations of payroll liabilities between the payroll system (ADP) and general ledger (Sage Intacct. This role serves a payroll subject matter expert and works closely with the Controller and other members of Finance Senior Management and the Human Resources Department.

 

Duties and Responsibilities: 

Supervise and lead payroll staff, recommend hires and terminations, pay changes, develop opportunities, set job expectations, and provide performance management to scale the payroll team for organizational growth.Establish and maintain system of internal controls and segregation of duties over the payroll process. Recommend structural and/or process changes to Finance Senior Management.Answer and resolve payroll and pay-related questions, concerns, or issues. Review, correct, and approve payroll distributions.Review payroll-related reconciliations, adjustments, and payments. Prepare payroll and benefit-related reports as requested.Prepare payroll-related analysis, statements, and projections, communicating results as appropriate.Facilitate work between the payroll team and ADP to ensure quarterly payroll earnings, taxes, deductions, leave, retirement, and benefit summary reports and filings are prepared, reviewed, and filed.Collaborate with department managers and Finance Senior Management to plan and implement solutions to payroll-related issues.Oversee payroll processes, maintenance of records, data continuity, and compilation of reports between ADP and Sage Intacct.Ensure payroll processing conforms to internal controls and is compliant with all relevant federal, state, and local labor laws and regulations.Act as backup for payroll staff.Lead CITC payroll staff development training.Manage oversight of retirement plans in collaboration with Human Resources Performs all related duties as needed and assigned.

Minimum Qualifications: 

Bachelor's degree in accounting, Finance, or related field. Relevant experience may substitute for the education requirement on a year-for-year basis.Three years of lead level, supervisor or management experience.Three years of experience in all relevant payroll processing activities, including data entry, timesheet certification, preparation of vouchers, compilation, and distribution.Two years of experience in all relevant post-processing payroll activities, including system maintenance, general ledger reconciliation, recording associated transactions, and payroll reporting.Continued employment is contingent upon satisfactory completion of state and federal background checks.

 

Preferred Qualifications:

Five (5) years related payroll experienceTwo (2) years ADP Payroll experienceCertified Payroll Professional (CPP)Experience with Sage Intacct
