Planning and Environmental Coordinator
Summary This position is located in the Taos Field Office, in the Farmington District Office. The purpose of this position is to provide interpretation, guidance, program leadership and implementation for the development of major planning efforts such as Resource Management Plans (RMPs) and Environmental Impact Statements (EISs). Major issues requiring an RMP or EIS can impact lands, minerals, wilderness, range, fire management, wildlife, watershed, recreation, and forestry. Responsibilities Plan, lead/supervise, coordinate, and implements resource management planning activities in the field and ensure that the Resource Management Plans/ Environmental Impact Statements (RMP/EIS) documentation meets prescribed quality standards. Interpret planning and/or NEPA laws, regulations, policies and guidance for field office specific land and resource management programs. Serve as spokesperson for the RMP/EIS and is responsible for all public contact. Coordinate identification of inventory and data collection needed to conduct resource management planning. Plan, organize, and lead the preparation of planning documents including the pre-planning analysis, management situation analysis, RMPs, EIS preparation plan and draft and final EISs. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying: To qualify for the grade GS-12, you must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Interpreting planning and NEPA laws, regulations, policies and guidance for land and resource management programs, and the resolution of a wide variety of protests and appeals; (2) Developing planning and NEPA guidance that may be in the form of Instruction Memoranda (IM), Information Bulletins (IB), desktop references, and/or handbooks; (3) Coordinating identification of inventory and data collection needed to conduct resource management planning and NEPA decision-making efforts; (4) Coordinating resource assessment activities to determine resource condition in advance of planning and decision-making efforts with federal, state, and local agencies as well as public interest groups; (5) Reviewing resource management plans/environmental impact statements (RMP/EIS) to ensure conformance to other agency planning documents and compliance with regulations. Such experience may have been gained in similar positions or positions with similar/related duties with a land management agency such as Department of Interior or Department of Agriculture, or similar entity. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Education There is no substitution of education for experience at the grade level(s) of this announcement. Additional Information Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. You will be required to obtain and maintain a valid state driver's license. You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes. Physical Demands: The work is primarily sedentary and does not require unusual physical activity or demands. On occasion may require walking over rough, uneven or rockyterrain during periods of extreme temperatures. May be required to drive two or four wheeled drive government vehicles over tarred, gravel or dirt roads. Working Conditions: The work environment involves everyday risks and discomforts that require normal safety precautions typical of office, meeting and training room, and outdoor desert settings. The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
