Northrop Grumman’s Space Sector sector is looking for a Program Manager 2 to support the Tactical Sensing team within the Satellite Missions Business unit.  The primary objective will be the execution of a growing multi-phase program, ensuring the delivery of all contractual requirements on cost and on schedule while achieving all technical requirements and creating customer intimacy to support the capture of subsequent program phases.  You will lead a cross-functional organization in maturing a new satellite system, resulting in the delivery and launch of a new capability.

Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).  Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:

Cultivating customer relationships and intimacy to develop further opportunities within the customer communityDeveloping new business opportunities through long term strategic planning, capture planning, and development of proposals and business plansEstablishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizationsLeading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule, and technical performance objectivesMeasuring and reporting program performanceDelivering presentations to customers, executive management, and other program stakeholders Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditionsEstablishing design concepts, criteria, and engineering efforts for product research, development, integration, and testCreation, review, and finalization of the program Statement of WorkIdentification, distribution, tracking, and completion of program requirementsEstablishment and management of the program and subordinate baselinesDevelopment and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and toolsIdentifying, allocating and managing program resources, including workforce planning Managing Government/customer supplied property or information (GFE, CFE, etc.) Managing suppliers to meet program objectivesAdherence to all internal processes, policies, and applicable industry standards Ensuring program team understands and adheres to contract scope and manages change through control board activitiesDevelopment and adherence to master plans and schedulesConducting thorough risk & opportunity management practices including identification, mitigation, and realization

Basic Qualifications:

Bachelor’s degree and 10 years, or master’s and 8 years’ experience supporting U.S. Government contracts and customers and/or project management in other industries. Experience can be considered in lieu of degreeA minimum of 2 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account managerA minimum of 2 years of demonstrated success leading teams/and or organizations to achieve a common goalSpace system bus experienceU.S. Citizenship with a current or active Top Secret clearance

Demonstrated ability to initiate, develop, integrate, execute, direct and control program plans and cost and schedule baselines that meet both program contractual requirements and stakeholder expectationsDemonstrated ability to recognize and respond to customer needs to develop additional sales that support organizational objectivesExperience in the identification, orchestration, coordination and control of management activities and processes that integrate program interdependencies throughout their life cycle to achieve successful program completionDemonstrated ability to plan for, identify, estimate, cost, acquire, schedule, and retire resources needed to satisfy program requirements within organizational constraintsExperience in managing program uncertainty through an organized and analytical forward-looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities throughout the lifecycle of the programDemonstrated ability to effectively plan, define, establish, communicate, monitor, and control scope to ensure that all the work required and only the work required is performedDemonstrated ability to direct and manage subcontract and supply chain elements of the program in a manner that supports program goals and company strategyExperience in establishing and applying a technical performance baseline to monitor and compare key program technical performance measures, assess program and product status, and take appropriate action to maintain conformance with the baselineExperience in seeking and incorporating input from customers and understanding their expectations; building strong relationships with strategic partners and key suppliers. Guides program team and support functions on how to take action to satisfy customer expectationsCurrent TS/SCI clearance level, and ability to obtain an SAP/SAR clearance

Salary Range: $131,200.00 - $196,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
