Program Manager

Global Science & Technology, Inc (GST), is seeking a Program Manager to join our team supporting The Center for Satellite Applications and Research (STAR) which is NOAA's premiere research office for developing the satellite algorithms needed to transform satellite observations to environmental measurements.\n

This position will rotate between our offices located in Greenbelt, MD and College Park, MD, but is approved for a hybrid model of onsite and telework.\n

Position Summary:\n

The Center for Satellite Applications and Research (STAR) is NOAA's premiere research office for developing the satellite algorithms needed to transform satellite observations to environmental measurements. We seek a program manager to lead a multidisciplinary team in atmospheric science and oceanography at NOAA\/STAR providing environmental product development, calibration, validation, and systems engineering support for NOAA's operational, international, and interagency satellites, including the transition of emerging capabilities into operations. The selected candidate will also coordinate and collaborate with NASA's environmental satellite programs. The Program Manager oversees all program activities while managing the contract\/task order, providing leadership, vision, and guidance to assigned staff and serving as primary interface with government representatives.\n

\u2022 Day-to-day management\/oversight of contract staff and functional teams to ensure support to Government stakeholders.
\u2022 Responsible for all aspects of the technical support under the contract.
\u2022 Manage product development, calibration, validation, and intercomparison activities for NOAA satellites.
\u2022 Manage status, reporting of assigned contract\/task order deliverables & milestones to ensure submissions are complete, on-time, and within budget
\u2022 Meet regularly with Government program managers and advise them on deliverables, costs, and issues on the project.
\u2022 Consult with and advise Government management and serve as advisors providing the analytical guidance required for completion of Government projects.
\u2022 Provide leadership support and coordination & integration of scientific and technical activities to support program requirements and mission goals
\u2022 Facilitate overall strategy development at the project and program levels.
\u2022 Communicate with STAR Science Teams, stakeholders, SMEs, users, Division managers, and related staff regarding relevant activities.
\u2022 Effectively communicate with team members, and provide clear directions, as necessary
\u2022 Collaborate and coordinate with a variety of customers (technical, managerial, financial, and administrative)
\u2022 Utilize contemporary technologies, SE&I methodologies, end-to-end lifecycle activities, budgeting, CM\/baseline control, project management, planning, and metrics\/analytics
\u2022 Provide critical systems engineering integration support (readiness, testing, verification and validation (V&V), etc.) to ensure end-to-end system completion\n
\n

Required Education\/Experience\/Skills:\n

\u2022 Requires a technical degree: Atmospheric Science, Meteorology, Oceanography, Physical Sciences, Engineering, Physics, Computer Science, or Mathematics is preferred.
\u2022 Minimum of 10 years' experience with BS\/BA or 8 years with MS\/MA or 5 years with PhD
\u2022 Experience as a Meteorology & Oceanography Officer, Weather and Environmental Sciences Officers, or operational forecaster is favorable.
\u2022 Minimum of two (2) years of experience supporting the management of interagency or interdisciplinary teams and\/or cooperative research.
\u2022 Experience with remote sensing data processing, data flow, calibration, validation, and product implementation.
\u2022 Demonstrated ability to lead several projects simultaneously.\n

\u2022 Minimum of two (2) years of experience supporting the management of interagency or interdisciplinary teams and\/or cooperative research.

\u2022 Knowledge and experience delivering new capabilities using Agile methodologies.

\u2022 Demonstrated organizational skills and attention to detail.
\u2022 Demonstrated ability in effective oral and written communications planning, leadership, and operational skills.
