Job Description

ProSidian Seeks a Program Manager - Business Transformation (BT) Initiatives in CONUS - Silver Spring, MD (Plus Work Remotely) to support an engagement for an agency of the US Federal Govt. that regulates clinical investigations of products under its jurisdiction, such as drugs, biological products, and medical devices.

The ProSidian Engagement Team Members work to Business Transformation (BT) Support Services for initiatives aimed to align People, Process and Technology of the agency's financial community to be more closely linked with the strategy and vision for protecting the public health of the nation. Key objectives are to integrate and maintain financial management activities, businesses processes, and customer service using project management, administration, and change management techniques.

Program Manager - Business Transformation (BT) Initiatives Candidates shall work to support requirements for Program Support and Program Management Plan Initiatives.  This position As tasked in each individual BPA order released under this BPA, the Contractor shall provide a Program Management Plan.  Key project workstreams align with BPA Statement Of Work Workstreams: 4.2 - Program Management Plan.  At the BPA-level, The ProSidian Engagement Team is required to provide a Program Management Plan, to include:

The management approach, organizational structure, organizational resources, and management controls to be used to meet the BPA requirements throughout the BPA ordering period;The process to oversee and manage project activities under the BPA level.The process to recruit, train, and retain personnel at the BPA level.A communication diagram illustrating all lines of communication between the Government and The ProSidian Engagement Team;Schedule control to ensure that all project deadlines are met;Cost control to ensure that all work is performed within budget.

In addition to the Program Management Plan, an Order Management Plan (OMP) may be requested, as directed. The OMP may include:

Schedule control to ensure that all project deadlines are met;The processes to oversee and manage work activities at the BPA order level;A schedule that details activities, dependencies, and timeframes for meeting the Fed. Govt. Agency objectives and deliverables;A staffing plan and organizational chart identifying relationships, authorities, and responsibilities;A description of the management controls that The ProSidian Engagement Team shall employ to meet the performance, cost, and schedule requirements, and other areas The ProSidian Engagement Team deems relevant and important to the management of the BPA order;A communication diagram illustrating all lines of communication between the Government and The ProSidian Engagement Team.

Qualifications

The Program Manager - Business Transformation (BT) Initiatives shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position. 

Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.

The Program Manager shall be classified under the Labor Categories and Experience of a Federal Managing Director with professional qualifications that include A minimum of 15 years relevant work experience. Managing Director hold a bachelor’s degree and will provide a combination of the following:

Demonstrated ability to provide strategic guidance and direction in designing, implementing and managing business operations and process improvement.Manage multiple projects of high complexity.Recognized subject matter knowledge in one or more solution areas.Extensive experience in design, implementation and management of business operations, improvements or strategy projects.Interfaces with the client on strategic issues.

This work will be performed primarily in CONUS - Silver Spring, MD (Plus Work Remotely)

TRAVEL:  Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.  LOCATION:  Work shall be conducted at the CONUS - Silver Spring, MD (Plus Work Remotely)

U.S.  Citizenship RequiredExcellent oral and written communication skillsProficient with Microsoft Office Products (Microsoft Word, Excel, PowerPoint, Publisher, & Adobe)All ProSidian staff must be determined eligible for a “Facility Access Authorization” (also referred to as an “Employment Authorization”) by the USG’s designated Security Office.
