Job Overview

Location/Schedule: This position is based at the Garlington Health Center, located in NE Portland OR. The schedule for this position is Monday through Friday, 8:30 a.m. to 5:00 p.m. (plus some evenings and weekends as needed)

Position Description: The Wellness Program Manager is responsible for the daily management of Wellness and Rapid Engagement programs, while supporting a Trauma Informed Care environment. The Program Manager is also responsible for direct supervision and oversight of the VIEWS Senior Peer Support program. These programs serve clients across Cascadia as well as individuals from the community. With the high prevalence of trauma among individuals receiving mental health services, it is required the Program Manager understand the effects of trauma on health, coping, and other aspects of the lives of those we serve.

The focus of this position is on welcoming new clients to the agency and developing, promoting, and maintaining a variety of wellbeing and community health activities for Cascadia clients and the greater community. This position involves staff supervision, program operation, and outreach and engagement.  Each program must operate in compliance with contract requirements, internal policies and standards, and other applicable guidelines.  Participants come to the Wellness Center's activities with differences in perspectives, cultures, and backgrounds. Along with program staff and community volunteers, the Program Manager is responsible for developing a welcoming, open, and supportive environment so participants can express themselves freely and connect with other Wellness Center participants and the community at-large. 

Essential Responsibilities

Provide leadership and oversight of the therapeutic and wellness model, including integration of best practices into daily operations, and evaluation of the program’s services.  Set and oversee program goals in collaboration with Clinical Directors and Program Managers as well as the leadership teams and across all sites.   Ensure timely and effective communication with staff and clients regarding program and treatment needs. Develop and maintain partnerships with community providers of older adult services Provide clinical leadership to staff and volunteers in outreach, engagement, and psychosocial approaches.  Direct the day to day clinical operation of the program including staff schedules, lead weekly and monthly team meetings.   Oversee group services, including development of curriculum, assignments of program staff, and scheduling of activities.  This includes periodic evaluation of site group services, conducting groups and arranging for training and service improvements.  Continuously evaluate the status of all participants and complete the appropriate coordination of services to meet participants changing needs.  Recognize the emotional needs of older adults in the community and provide opportunities for reducing isolation and enhancing support  Assist the Clinical Director and Senior Director in developing policies, procedures, and systems to support agency goals and objectives Determine resources required to meet goals and objectives. Assess progress toward achieving goals and objectives and make revisions to plans, systems, policies and procedures to assure success. Maintain knowledge of, ensure compliance with, and review all applicable federal, state, county, and city regulations, as well as internal policies and procedures. Collaborate with Quality Management to develop and implement policies and procedures Oversee program budget and overall financial stability of the program, including direct responsibility for program spending and purchasing of program supplies.   Serve as a spokesperson for the program with the community stakeholders. Develop and maintain positive relationships to provide the best possible services to participants. Assure data collection and reporting requirements are met. Prepare reports that reflect key data points for the Clinical Directors and the Senior Director or other stakeholders as required/requested. Determine staffing requirements, recruit, hire and train staff and volunteers. Establish work plans and priorities for staff members, assess the progress of staff members, and take corrective action as needed.  Provide supervision and conduct performance reviews for staff members. Recruiting, training and supervision of 35-40 older adult volunteers Assist in crisis situations as appropriate, following emergency protocols/procedures and coordinating with the treatment team with interventions which support a trauma informed environment for clients and staff.   Demonstrate responsibility for safety of clients, participants, staff and property; demonstrate familiarity with fire regulations and evacuation procedures. Adhere to mandatory abuse reporting laws and HIPAA requirements.  Complete annual employee training requirements on a timely basis as defined by the agency and program. Provide back up and support to team members - both clinical and support staff. Attend and participate in all meetings as assigned. Perform other job related duties as assigned 

Role Specific Responsibilities: 

Develop and coordinate rapid engagement program to reduce wait times for individuals seeking services and improve overall welcome experience.  Coordinate Wellness Center activities geared to promote supportive connections with other participants and within the community. Connect with community partners and negotiate workable partnerships to support community engagement and participation. Represent the Wellness Center, VIEWS and Cascadia at health fairs and community events Supervision of program supervisors, clinical staff and older adult volunteers. Make presentations and provide training on wellness topics. This position is occasionally required to work outside of the normal working hours in order to help meet the needs of the program. 

Supervisory Oversight 

Determine staffing requirements, hire, and train staff in a manner that encourages and maintains diversity and cultural responsiveness.   Demonstrate commitment to continuing professional development. Establish and manage budgets for assigned programs and monitor monthly expenses. 

Strategic Leadership  

Provide strategic leadership throughout Cascadia and contribute to strategic initiatives.

Qualifications 

Education: 

The incumbent must possess a Bachelor’s degree in a behavioral science field from an accredited college or university or three years of full time professional experience working with adults with severe and persistent mental illness. This position must demonstrate the competencies to become credentialed as a Qualified Mental Health Associate (QMHA), as outlined in the OARs. A Master’s Degree in a behavioral science field from an accredited college or university. Demonstrate the competencies to become credentialed as a Qualified Mental Health Professional (QMHP) as outlined in the Oregon Administrative Rules (OAR). Certification must be current and in compliance with the OAR’s is preferred. 

Experience: 

A minimum of three years of clinical experience providing inpatient or outpatient services is preferred.  Experience working with older adults preferred. Experience developing community programming preferred. 

Specialized Knowledge, Skills and Abilities: 

Knowledge and skills in health promotion and a wellness/wellbeing vision.  Knowledge and skills in providing services to older adults in the community. Strong skills in collaborating and coordinating with community partners Understanding of recovery model, and motivational interviewing. Ability to operate computer hardware and software at a level needed to effectively perform job functions  Enter and retrieve data  Prepare reports 

Other: Ability to commute to various Cascadia sites and community locations as needed. 

  

Working Conditions 

Work is performed in an outpatient office setting. Travel to various sites throughout the Portland Metro area will be required. Services consist of providing groups and activities for Cascadia clients and community members.   

Daily routines will likely require the employee to perform various functions and on occasion perform the tasks of other employees as needed.  Meal periods and breaks are subject to interruption. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise and contaminants.   

The Program Manager I is required to work later hours at times in order to meet program needs. Typical hours for this position are Monday through Friday, 8:00 to 5:00 pm. 

Mental Demands: The work assigned is diverse and involves addressing new and unusual circumstances in which outcomes may negatively affect costs, employee morale or clients. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach. 

Physical Demands: Activities and structure support physical wellness which may include walking, or other physical activities.  The Program Manager must have the ability to assist the team in providing safety to all clients and staff in potentially volatile situations.
