The Lead Proposal Developer curates’ content and collaborates with business partners, subject matter experts and client-facing teams across the enterprise to build a strategy and translate that into comprehensive, winning proposals. The Lead Proposal Developer works on problems of diverse scope and complexity ranging from moderate to substantial.
The Lead Proposal Developer is primarily responsible for managing the response to consultant or broker issued RFPs/RFIs, including full-scale project management, written narratives, and production necessary for final external delivery. Scope of work includes pre-bid strategy build, capture management, proposal submission, follow-up and finalist presentations, protest consideration, and post-award debrief/competitive intel gathering. Must have strong writing skills, can effectively communicate and is client facing. Understanding of the PBM industry and B2B sales processes to effectively address client needs and challenges. We are looking for someone who is familiar with RFP software or a repository for responses.
Advises executives to develop functional strategies (often segment specific) on matters of significance. Exercises independent judgment and decision making on complex issues regarding job duties and related tasks, and works under minimal supervision, uses independent judgment requiring analysis of variable factors and determining the best.
**Key Responsibilities**
**RFP Strategy Development**
+ Develop and implement a comprehensive RFP strategy aligned with the pharmacy program and offerings.
+ Collaborate with operations, marketing, Humana pharmacy solutions and product teams to identify key differentiators and value propositions.
**Proposal Management**
+ Lead the end-to-end management of the RFP response process, including analysis, writing, and presentation of proposals.
+ Ensure timely and accurate submission of proposals while adhering to all requirements outlined in the RFP.
**Cross-Functional Collaboration**
+ Coordinate with various departments (e.g., finance, legal, compliance, and operations) to gather necessary information and ensure compliance with organizational standards.
+ Facilitate meetings and discussions to align stakeholders on proposal content and strategy.
**Content Development**
+ Create and maintain a repository of standard responses, templates, and best practices to streamline future RFP submissions.
+ Ensure that all proposal content is accurate, relevant, and tailored to the specific needs of the client.
**Market Research and Analysis**
+ Collaborate with PAC and the market research lead to understand industry trends, competitor offerings, and customer needs to inform proposal strategies.
+ Utilize insights from market analysis to enhance the quality and competitiveness of RFP responses.
**Quality Assurance**
+ Review and edit proposal drafts for clarity, coherence, and alignment with client requirements.
+ Implement a quality control process to ensure that all submissions meet high standards of excellence.
**Client Engagement**
+ Serve as the primary point of contact for clients during the RFP process, addressing inquiries and providing updates, as necessary.
+ Develop strong relationships with clients to better understand their needs and enhance proposal effectiveness.
**Performance Tracking and Reporting**
+ Monitor the success rates of RFP submissions and gather feedback for continuous improvement.
+ Prepare reports for senior management on RFP outcomes and the effectiveness of strategies employed.
+ Share knowledge and best practices to build organizational capacity for handling RFPs.

**Required Qualifications:**
+ Bachelor’s degree
+ 5+ years of Project Management experience- Proficient in managing multiple RFPs simultaneously, ensuring timelines and deliverables are met.
+ Strong written and verbal communication skills to articulate complex information clearly and persuasively.
+ Ability to analyze RFP requirements and assess the competitive landscape to inform proposal strategies
+ Meticulous in reviewing proposals to ensure accuracy, compliance, and alignment with client expectations.
+ Understanding of the Pharmacy, Payer and PBM industry and B2B sales processes to effectively address client needs and challenges.
+ Strong ability to write and edit proposal content, ensuring clarity and professionalism.
+ Skilled in negotiating terms and conditions to enhance the proposal’s attractiveness to potential clients.
+ Ability to prioritize tasks effectively and manage time to meet tight deadlines without compromising quality.
+ Familiarity with RFP management software and tools that enhance collaboration and streamline the proposal process

**Pay Range**
The compensation range below reflects a good faith estimate of starting base pay for full time (40 hours per week) employment at the time of posting. The pay range may be higher or lower based on geographic location and individual pay will vary based on demonstrated job related skills, knowledge, experience, education, certifications, etc.
$104,000 - $143,000 per year
This job is eligible for a bonus incentive plan. This incentive opportunity is based upon company and/or individual performance.
