SDA On Orbit Test Lead

Modern Technology Solutions, Inc. (MTSI) is seeking a On-Orbit Test Leadto fill a SETA (Scientific, Engineering, and Technical Assistance) position with the Space Development Agency (SDA).  SDA is breaking the norms of the DoD acquisition cycle, delivering a new tranche of hundreds of satellites every two years. SDA is a fast-paced organization and is changing the way that the Department of Defense acquires space systems by building the Proliferated Warfighter Space Architecture (PWSA). The PWSA consists of several layers, including the Transport Layer, the Tracking Layer, and the Support Layer. The Transport Layer provides the backbone of the PWSA through the development and deployment of optical intersatellite links on hundreds of satellites and the space-based implementation of tactical data links. The Tracking Layer provides real-time threat detection and characterization, The Support Layer enables the architecture through the development and deployment of the ground segment. The On Orbit Test Lead will support the Government in the development and execution of on orbit tests for Tranche1 of the PWSA. The On Orbit Test Lead will write the test plans, oversee test execution, and determine spacecraft readiness for operations. This position may be remote, but regular access to one of SDA’s Operations Centers (Grand Forks, ND and Huntsville, AL) or SDA headquarters (Chantilly, VA) is preferred.

Responsibilities:

As an On-Orbit Test Lead with MTSI, you will apply knowledge and expertise to oversee on-orbit testing of Tranche 1 of the PWSA. Occasional travel will be required. You will lead SDA’s on orbit verification events for Tranche 1. This role includes supporting the development and execution of tests conducted by both the space vehicle vendors and the Government to establish the readiness of the space vehicle vendors for operations. The applicant will lead the execution of the tests, write test reports, and evaluate space vehicle vendor readiness for operations. Remote work is a possibility, but preferred locations are near to one of SDA’s Operations Centers: Grand Forks, ND and Huntsville AL or near SDA’s technical headquarters in Chantilly, VA.

Your essential job functions will include but may not be limited to:

Lead the development of SDA’s on orbit test plans to determine mission readinessEvaluate space vehicle vendor provided on orbit test plans Serve as test director for SDA on-orbit testsEngage with SDA subject matter experts to determine test success and failureGenerate test reports and provide recommendations on space vehicle readiness to SDA Tranche 1 leadershipManage the test schedule of 10 separate planes of space vehicles, with separate on-orbit tests for each planeLead anomaly resolution efforts during the testsDeveloping and delivering briefings for SDA leadership regarding the test program

Qualifications:

Test background (space systems preferred) to include test plan writing, test design, test conduct, reporting, and anomaly resolution5+ years’ experience working DoD or Intelligence community test programsExperience or knowledge with agencies in the DoD test communityExperience or knowledge with contractor testing communityExperience supporting test and execution of commercial and/or Government space systemsKnowledge of DoD test processes

Preferred/Desired Experience:

5+ years’ experience in the DoD or Intelligence CommunityExperience with risk analysisAgile and/or rapid fielding experienceDetailed knowledge and experience in one of the following areas:Optical communications linksIR sensor processing algorithms and sensor hardwareMesh networkingTactical data links including IBS or Link 16

Education Requirements:

Bachelor’s degree in aerospace engineering, electrical engineer, systems engineering, physics, or a closely related field from an accredited university (REQUIRED)Master’s degree in aerospace engineering, electrical engineer, systems engineering, physics, or a closely related field from an accredited university (DESIRED)
