What You Will Do: 

The Transportation Security Administration (TSA) Program Analysis and Strategic Support (PASS) is a blanket purchasing agreement (BPA) for program analysis and strategic support services that helps TSA improve their technology and non-technology solutions. On behalf of TSA’s senior leaders and varying program offices, our dynamic, multi-disciplinary team delivers strategic initiative design services to advance TSA high-priority initiatives.  We advise and provide independent analyses, assessments, reports, and recommendations on TSA’s technologies and processes that support the TSA workforce, improve the passenger experience, and enhance security at airports nationwide. Additional support includes but is not limited to business communications and facilitation, knowledge management, business analysis and management, systems architecture, and engineering analysis and support, among other service areas. 

The Strategy and Transformation Manager will lead strategic initiatives and operational activities at the Transportation Security Administration (TSA). This position will be responsible for managing senior-level client relationships, implementing strategic initiatives, executing long term programmatic planning efforts, strategically responding to emerging priorities, and managing the operational components within a TSA Office.  

 

This role will lead the necessary support to execute key TSA functions aligned to strategic priorities and initiatives, including: 

Developing and managing strategic communications to deliver mission-driven messaging through the correct channels, to the right people, at the right time through storyboarding, strategy framing, communications branding, campaign development, and graphic design.  

Develop, implement, and advise on a comprehensive budget and finance strategy to improve the organization’s financial posture with a focus on various funding sources to execute on priorities and emergent needs.  

Utilize business analysis and management practices to enhance organizational business processes and governance to increase the effectiveness and efficiencies of the organization’s programs and projects.  

Support organizational cultural and professional development initiatives to cultivate cultural and professional workforce transformation.  

 
What You Will Need: 

US Citizenship and the ability to obtain and maintain a federal Public Trust 

Bachelor's Degree 

SIX (6) or more years of experience in consulting, project management and/or analysis and communications

Experience conducting business process improvement exercises 

Possess the project management and organizational skills to effectively manage a large team of professionals while managing relationships with numerous senior and non-senior level clients, reporting status updates to the Federal project manager, Contracting Officer Representative (COR), and Guidehouse leadership 

Possess a technical mindset to quickly learn about current and emerging TSA screening technological and non-technological solutions  

 
What Would Be Nice To Have: 

An ACTIVE and CURRENT SECRET federal security clearance 

Direct experience or fluency with Microsoft Suite 360 products
