The Opportunity:

We are looking for multidisciplinary sector specialist Technical Leaders in alignment with the new Clients and Markets operating model.  The Technical Leader for Clients & Markets role is a fundamental part of the Laing O'Rourke team that works in the project lifecycle prior to main contract award under the new Clients & Markets Operating Model. They will bring their multi-discipline Technical expertise, sector specific knowledge and people leadership to help deliver the 3 strategic objectives of:

Industry Influence
Deliver on our Clients & Markets business plan and objectives while maximising return on investment. We are client centric, seeking to influence a sustainable industry and grow next generation solutions. Bid Excellence
Improve bid success rate through leading and managing a team to deliver certainty through Technical innovation and excellence. PCSA Leadership
Enable a world class set up for success at the start of the PCSA phase to ensure that the bid win strategy is embedded and maintained and will transition successfully into Delivery.

The role has a reporting line to the Technical Director for Design Leadership and they will also maintain close working relationships with the following key stakeholders; Discipline Technical Directors; Sector Leaders; Bid Operations Leader; Bid Leaders and Pre-Construction Directors.

What will the role look like?

Industry Influence & Pre-Bid

Develop trusted relationships with key design partners, including supporting and advancing the objectives of the Design Partner Framework (DPF) and deployment of the DPF suite of design appointment documents. Design partner engagement / intelligence gathering, to support targeted opportunity development. The above two may involve assisting the Client team in developing initial design and buildability solutions that will make the schemes viable. Enterprise level DPF agreement & DCQ part 1 maintenance with the support of the Design Management team Support C&M Sector lead with client relationship development & engagements

Bid Excellence

Based on market intelligence & tender documentation, support the bid and/or proposal lead to develop win strategy to respond to client and drivers, and leverage maximum Group capability. Co-ordinate with discipline technical directors to communicate bid requirements, win themes and allocate resource – Technical / Sustainability / Digital. Directly provide technical leadership, at a multidisciplinary level, to the bid and Technical Team or allocate a PTL and oversee their execution of this role (depending on the nature of the bid and capacity). Brief and collaborate with wider functional resources on technical strategy & support requirements to establish the best approach to the final submission – commercial, estimating, planning etc.

PCSA

In conjunction with the PTL, establish and brief the PCSA technical team and brief the wider PCSA team on the Technical delivery plan, and key risks and opportunities to be developed in the PCSA via the PCSA Technical launch. Support the PTL with briefing and mobilising LOR technical resources Support the PTL with best practice and lessons learnt from projects across the business. Support the PTL with the Part 2 DCQ completion & design team mobilisation. Support the central design management team and PTL to implement the DPF (and standard suite of DPF documents) to ensure LOR's design accountabilities are clearly defined and fully reflected in the relevant design appointments with design partners and subcontracts with the wider project supply chain.

Project Delivery

Regularly engage with the PTL community to gather feedback and lessons learnt that can be used to inform and improve future bids and PCSAs

 

What skills & experience are we looking for?

Chartered/Fellow of professional body. Represents the business at trade and/or professional bodies First degree in Architectural or Engineering Discipline (Mechanical, Electrical, Civil, Structural). Other construction related first degree plus design related experience. Significant experience in leading multi-discipline design teams with breath and depth of experience Able to challenge, develop and create innovative products, systems and solutions to complex engineering problems when creating effective design briefs. Adopts a strategic approach providing advice, leadership, and advocacy, ensuring client objectives always remain in focus. Recognised for their ability to understand the client's business objectives and work with the sponsor and stakeholders to develop and agree the project brief to maximise value in the proposed solution.
